The government plans to reshape the pension fund for public servants to keep the debt-ridden retirement scheme afloat.

This reform drive has been stalled by harsh opposition from official quarters and political anxieties over the upcoming presidential election.

But government sources said ministries and state-run agencies will jointly map out a new scheme soon.

This move comes amid mounting concerns over the sustainability of the 46-year-old fund.

Critics point out that the overly-generous premiums and insufficient contributions have financially crippled the pension fund, which has already incurred some 600 billion won ($600 million) in deficit last year. At the present rate, this red ink balance will further deteriorate to a deficit of 5.5 trillion won in 2014.

The dismal outlook prompted the reform-minded Health and Welfare Minister Rhyu Si-min to push hard for a viable alternative.

"I think we have to draft a (new) bill and present it to the assembly by the year-end," he said.

The pension fund was depleted in 2000 after it began running deficits in 1993.

Seoul`s strong efforts to reform the national pension fund, a more crucial and bigger agenda for both taxpayers and policymakers, also speeded up the overhaul of the Government Employee Pension.

The government recently unveiled fresh guidelines for the national pension scheme. Among others, it offers higher premiums and lower payouts.

Policymakers aim to raise the contribution rate from the present 9 percent to 12-13 percent by 2030, while reducing benefit from the current 60 percent to 40 percent by 2030.

Though the 150 trillion won public fund still stays in black thanks to ample reserves, experts warned that the ongoing surplus will fall sharply and turn into an annual deficit of around 7 percent of the national output by 2045.

But the newly-designed national pension scheme stoked anger among taxpayers, who, began to bridle against another counterpart pension scheme - the Government Employee Pension.

Public resentment had delayed a revamp of the pension fund despite grave financial problems looming on the horizon. This prompted the government to take a greater interest in the issue.

"In line with the national pension fund reform, it is necessary to reform the three pension funds too," Rhyu said.

"The three pension funds" are the Government Employee Pension, the Private School Teachers Pension and the Military Personnel Pension.

정부는 엄청난 부채를 걸머지고 있는 공무원연금을 개혁할 계획이다.

이런 개혁 시도는 공무원사회의 거친 반발과 대통령 선거를 앞둔 정치적 우려로 중단되었다.

그러나 정부 소식통은 정부 부처들이 공동으로 새로운 체계를 마련할 것이라고 말했다.

이런 움직임은 생긴 지 46년째인 공무원연금의 지속가능성에 대한 우려가 증대하는 가운데 나왔다.

비난자들은 너무 관대한 보험료와 불충분한 불입액이 연금을 재정적으로 마비시켜 작년에 이미 부채가 6,000억원(6억불)에 달했다고 지적한다. 현재 금리로 이 부채액이 2014년이면 5.5조원의 적자로 악화된다.

이처럼 어둔 전망이 나오자 개혁지향적인 유시민 보사부 장관은 타당성 있는 대안을 추진하게 됐다.

“(새) 법안을 마련하여 연말까지 국회에 제출해야 할 것”이라고 그는 말했다.

국민연금은 1993년에 적자를 기록하기 시작하여 2000년에는 고갈됐다.

납세자와 정책당국 모두에 절대적으로 중요한 안건인 국민연금을 개혁하고자 하는 한국정부의 강력한 노력은 공무원연금 개혁을 서두르고 있다.

정부는 최근 국민연금제도의 새로운 가이드라인을 공개했다. 그 중에서 정부는 높은 보험료와 낮은 연금 지급금을 제시하고 있다.

정책당국은 2030년까지 보험료율을 현재의 9퍼센트에서 12-13퍼센트로 올리는 반면에 지급금은 현재의 60퍼센트에서 40퍼센트로 낮출 계획이다.

풍부한 적립금 덕분에 국민연금이 아직은 150조원 흑자를 기록하고 있지만 전문가들은 여유액이 곧 줄어들어 2045년에는 매년 지급금의 7퍼센트 정도의 적자가 발생할 것으로 경고했다.

그러나 새로 마련된 국민연금제도는 공무원연금을 바라보는 납세자들의 분노를 샀다.

국민의 분노로 국민연금은 심각한 재정적 문제가 다가오는데도 불구하고 개혁이 지연됐다. 이로써 이 문제에 대한 정부의 관심은 더욱 커졌다.

“국민연금 개혁과 더불어 세 개 연금 모두 개혁해야 한다”고 유 장관은 말했다.

“세 개 연금”은 공무원연금, 사립학교교원연금, 군인연금을 말한다.
