The Seoul government said yesterday it will arrange for the family of Kim Young-nam, a South Korean man abducted by the North nearly 30 years ago, to attend a family reunion at Mount Geumgang this month.

The announcement followed a message from North Korea in the morning that it had verified the whereabouts of Kim.

The two Koreas have been preparing another round of family reunions for June 15, the sixth anniversary of the inter-Korean summit in 2000.

Kim`s mother Choi Gye-wol, 82, will be traveling to meet her son for the first time in 28 years. Kim went missing in the summer of 1978 from a South Korean beach.

"Our side has decided to arrange the reunion of Kim Young-nam and his mother (in the South) at the special family reunion to be held in Mount Geumgang based on brotherly love and humanitarianism," North Korea`s Kwon Ho-ung said in a telegram addressed to Unification Minister Lee Jong-seok.

The telegram said, "We urge responsible measures from the (South Korean) government to prevent any occurrences that may create hurdles before the reunion between Kim Young-nam and his mother." South Korea was visibly taking pains to not upset the unpredictable North upon its decision.

"We believe that all matters related to Kim Young-nam should never become any type of political campaign," a high-rank government official said on condition of anonymity.

The Seoul government refused to offer any specific observations on North Korea`s decision to allow the reunion of Kim`s family.

Aggravated relations between the two Koreas over Pyongyang`s abrupt railways test cancellation last month were improved this week when the two agreed to carry on with the project at the economic talks on Jeju Island.

The special gathering of separated families will be held in the mountainous area of North Korea between June 19 and 30.

Observers said Kim and his mother are most likely to face each other between June 22-24 or June 28-30, when the reunions for families registered from the South Korean side will be held.

The Seoul government had requested information on Kim at the 18th ministerial talks in April. The North had replied it was investigating the case.

Kim`s existence in the North was first raised by a report from the Tokyo government that it found Kim to be the husband of Megumi Yokota, a Japanese woman who was kidnapped by the North in 1977.

The association between the two abductees was made through DNA tests on samples taken from Yokota`s 17-year-old daughter Kim Hae-kyong, and Kim Young-nam`s family members in South Korea.

The Seoul government included Kim in the list of 400 people residing in the North to be verified of living status, as part of the preparations before the reunion.

"I am beyond blown away by how (we) can meet (Young-nam) so soon," Young-nam`s sister Young-ja, 48, was quoted as telling Yonhap News.

North Korea is highly sensitive of any accusations regarding its alleged kidnaps.

In 2002, it admitted to abducting 13 Japanese citizens in the 1970s and 1980s to help train spies and has allowed five to return home so far. Pyongyang said the other eight, including Yokota were dead. North Korea claims all the South Korean civilians living in the North are voluntary defectors.

South Korea estimates 542 soldiers from the 1950-53 Korean War are still alive in the North and that the communist state is also holding 486 South Korean civilians, most of whom are fishermen whose boats were seized since the war`s end. (angiely@heraldm.com) By Lee Joo-hee

한국정부는 어제 근 30년 전에 북한에 납치되었던 김영남씨 가족이 이달 금강산에서 열리는 이산가족 상봉에 참가할 수 있도록 조치하겠다고 말했다.

이 발표는 오전에 김씨의 행방을 확인했다는 북한의 발표에 따른 것이었다.

남북은 2000년 남북정상회담 이후 여섯 번째로 6월 15일에 열릴 이산가족 상봉 행사를 준비해 왔다.

김씨의 모친인 최계월(82세)씨는 28년만에 처음으로 아들을 만나러 가게 된다. 김씨는 1978년 여름 한국의 한 해안가에서 실종됐다.

“우리 측은 동포애와 인도적 차원에서 금강산에서 열리는 이산가족 행사 때 김영남과 (남쪽에 있는) 그 어머니의 재상봉을 주선하기로 했다”고 북한의 권호웅이 이종석 통일부 장관에게 보낸 전보에서 말했다.

그 전보에는 “김영남과 그 어머니의 상봉 전에 발생할 수 있는 모든 장애를 방지할 수 있도록 (한국) 정부의 책임 있는 조치를 촉구한다”고 되어 있었다.

한국은 이 결정에 대해 예측을 불허하는 북한의 심기를 거슬리지 않으려고 고심하는 것 같다.

“김영남과 관련된 모든 문제는 절대 정치적 선전물이 되어서는 안 될 것으로 생각한다”고 정부 고위관계자가 익명을 전제로 말했다.

한국정부는 김씨 가족의 상봉을 허락한 북한의 결정에 대해 구체적인 논평을 거부했다.

지난 달 북한이 철도의 시험운행을 돌연 취소함에 따라 악화되었던 남북관계가 이번 주에 제주도에서 열린 경제협력회담에서 양측이 사업 진행에 합의함에 따라 개선됐다.

이산가족 상봉행사는 6월 19일부터 30일까지 북한의 금강산에서 열릴 예정이다.

관측통은 김씨 모자가 한국측에 등록한 가족들을 위한 상봉행사가 열리는 6월 22-24일이나 6월 28-30일에 대면할 가능성이 가장 높을 것으로 말했다.

한국정부는 지난 4월에 열린 18차 장관회담에서 김씨에 대한 정보를 요청했다. 북한은 조사 중이라고 회신했다.

김씨가 북한에 있다는 주장은 일본정부가 김씨가 1977년에 납북된 일본인 요코다 메구미의 남편이라는 사실을 발표하면서 맨 먼저 제기됐다.

두 납북자간의 연결고리는 요코다의 17살 된 딸 김해경과 한국에 있는 김영남의 가족에게서 채취한 DNA 검사를 통해 밝혀졌다.

한국정부는 상봉행사 준비작업에서 김씨를 북한에서 생존을 확인할 400명의 명단에 포함시켰다.

“이처럼 빨리 (영남을) 만날 수 있다니 얼떨떨하다”고 누나 영자(48세)씨는 연합뉴스에 말했다.

북한은 납치 의혹에 있어서는 어떤 주장에 대해서는 매우 민감하다.

2002년에 북한은 70년대와 80년대에 간첩교육을 위해 일본인 13명을 납치한 사실을 시인하고 지금까지 5명을 송환했다. 북한은 요코다 등 나머지 8명은 사망했다고 말했다. 북한에 살고 있는 한국인은 모두 자발적으로 월북했다는 게 북한의 주장이다.

한국은 1950-53년 한국전쟁 당시 포로가 된 한국군 542명이 아직 북한에 생존하고 있고 대부분이 어선과 함께 납북된 어민인 민간인 486명도 북한에 억류되어 있는 것으로 보고 있다.
