This picture was taken in a city center, and I can see many things here. 

In the foreground, I can see a big fountain, which is surrounded by metal fences. However, the water is not spraying from the fountain, so it looks empty. 

In the background, some people are walking around and most of them are wearing casuals. 

Some cars are passing on the road, and there are two buildings on either side of the picture, they are about three or four stories high. 

A number of trees are arranged here and there, but they are not many. 

I think it is early morning, because the place is not crowded. 

Everything in this picture seems peaceful~.

I have two main reasons to support my position.

Firstly, the economy is very bad, and getting a job is so hard. I think, university students would want to study hard and focus on job hunting. 

Secondly, most university students want to have a part time job. This means, they don’t have enough time to volunteer, and they want to hang out with their friends as well.

For example, I have a friend and he was very into volunteering work, and he loved it. But he had to stop it, because he couldn’t take care of his GPA, and he had to improve his language skills to get a job.
