make 는 현재시제 동사인데 왜 that 절에서는 과거시제 동사 was 를 쓰나요??

make는 현재시제로 쓰였다기보단 instructed the workers to 뒤에 오는 동사원형으로 쓰인거에용

The factory supervisor instructed the workers to make certain that all equipment was in good working~ 이 두 가지가 and로 이어진느거라고 하면 될까용ㅎㅎ 그래서 쭉쭉쭉 과거시제쓰는거죠 나머지는!
