문장이 깁니다. 앞부분 부사구 "With fees that increase the longer one is a customer" 여기서 that이하가 fees를 수식하는 것 같긴한데

뒤에 동사 is가 하나 더 보여서 이해가 가지 않습니다.

one을 설명해주기 위해 "is a customer"가 따로 붙은건가요?

With [ fees that increase + the longer + one is a customer ] + ~나머지 요런 식입니다. 여기서 one 앞에 that이 생략되었고, 이 that절이 one is a customer를 이끕니다. 이 절은 the longer라는 비교급의 보어절 같은 역할을 한다고 보시면 됩니다. 즉, 회사 고객이 오래 있을수록 늘어나는 fee 요렇게 가는거죠. 비교급의 보어절은 아래와 같은 개념입니다 the longer (that) you swim, the faster (that) your air depletes.

increase는 여기서 자동사입니다. [the longer ~ 보어절]은 부사구처럼 기능합니다.
