The government and the ruling Uri Party yesterday decided to ban gaming arcades from paying out prizes in gift certificates, saying that illegal gains are generated through them.

They also decided to change the current registration system of gaming rooms to a license system so as "to strengthen the regulation of any illegal activities." A revised bill will be submitted to a regular session of the National Assembly in September, and the measure will be applied throughout the country from April 28 next year.

Gift certificates exchangeable for cash are estimated to be worth 28 trillion won annually. The exact amount being used in gaming arcades is unknown, but the government believes it is high due to illegal gambling.

"We firmly decided to pursue abolishing the system of giving out gift certificate in gaming rooms as it is believed to encourage illegal gambling in those venues," Noh Woong-rae, a Uri spokesman, said.

He said business hours for the gaming rooms will also be limited to 9 a.m. to midnight, from the current 24 hours.

The National Tax Service is currently conducting tax audits on gaming arcades and internet cafes suspected of running illegal gambling, pledging to trace the money flow and to see whether any crime rings are linked to the gambling business.

The Supreme Prosecutor`s Office also formed a joint investigating team with the police, the NTS and the National Intelligence Service last week to crack down on illegal gambling.

It is believe that there are around 14,000 "adult-only" gaming arcades across the country, about 11,000 of which are thought to provide gambling services.

Korean law restricts maximum betting amount in such establishments to 20,000 won ($21) at a time and 90,000 won per hour.

But many gambling arcades are believe to ignore these regulations and are providing between 2 million won and 3 million won in prizes to attract customers.

정부와 열린우리당은 어제 사행성 게임장의 난립을 막기 위해 불법환전 등 부작용을 빚고 있는 경품용 상품권 제도를 폐지키로 했다.

당정은 사행성 게임장에 대해서는 불법 행위에 대한 단속을 강화하기 위해 현행 등록제에서 허가제로 전환키로 했다.

당정은 9월 게임산업법 입법예고를 하고 내년 4월28일부터 상품권 제도를 폐지할 방침이다.

현금으로 교환되는 상품권의 발행액수는 연간 28조원으로 추정되고 있다. 게임장에서 사용되는 실제 액수는 알려져 있지 않지만 정부는 사행성 도박으로 액수가 매우 높을 것으로 보고 있다.

노웅래 공보담당 원내부대표는 “상품권이 사행성 도박을 부추기고 있는 것으로 보이기 때문에 게임장에서의 상품권 제도를 폐지하기로 결정했다”고 말했다.

그는 게임제공업의 영업시간을 현재 24시간 허용에서 오전 9시-밤 12시까지로 제한하기로 했다.

국세청은 현재 자금의 흐름을 추적하고 범죄조직의 도박사업 연계 여부를 파악하기 위해 불법 도박 사업을 운영하고 있는 것으로 의심되는 사행성 게임장과 인터넷 카페를 상대로 세무조사를 벌이고 있다.

대검찰청도 경찰, 국세청, 국정원과 합동 조사반을 구성해서 불법 도박 단속에 나서고 있다.

전국적으로 1만4천여개의 게임장이 영업 중이고 그 중 1만1천여개가 사행성 게임 영업을 하고 있는 것으로 보인다.

현행 법규에 따르면 게임장에서는 시상금이 한번에 2만원, 시간당 9만원을 초과해선 안된다.

그러나 많은 수의 사행성 게임장들은 이러한 법규를 무시한 채 손님을 끌어모으기 위해 시상금 규모를 2-3백만원까지 제공하고 있다.
