Trump and the One China Policy
On December 3, 2016, Donald Trump received a congratulatory phone call from the President of Taiwan, Tsai Ing-wen. This is the first time a U.S. leader talked to a Taiwanese president since 1979. Donald Trump deemed it appropriate to accept the warm greetings of the Taiwanese leader.
However, many are dismayed by the U.S. President-elect’s actions especially because accepting the phone call breaks a U.S. diplomatic tradition where, for decades, Beijing has been recognized as the representative of China. Trump faced a lot of negative comments and reactions from people all over the world, prompting him to question the “One China policy.”
The One China policy is a diplomatic acknowledgement of the Chinese position that there is only one China in the world and that Taiwan (Republic of China) is a part of China despite Taiwan’s claim to have its own national government. The One China policy was created in 1949 when the victorious Communist party led by Mao Zedong defeated the Nationalist party, also known as the Kuomintang, led by Chiang Kai-shek. The defeated Nationalists fled to Taiwan where they created their own government.
Under the One China policy, nations that seek diplomatic relations with mainland China (People’s Republic of China) should break all official relations with Taiwan, which, according to the One China policy, is a breakaway province that will one day be reunified with mainland China.
The U.S. recognized Beijing as the sole legal government of China in 1979. Moreover, the U.S. does not acknowledge the independence of Taiwan despite its claims to have a democratic government with an elected president and established parliament.
In one of Trump’s interviews done after the controversial phone call, he said, “I fully understand the One China policy, but I don’t know why we have to be bounded by a One China policy unless we make a deal with China having to do with other things including trade.” He also criticized China’s currency policy and military posturing on a social networking site, Twitter.
Trump’s actions triggered diplomatic protests in China. Accepting a phone call from President Tsai Ing-wen, criticizing China’s currency policies, and questioning the One China policy are seen by Beijing officials as matters of “serious concern.” Chinese Foreign Ministry Spokesman Geng Shuang said, “Adhering to the One China policy is the political bedrock for the development of the U.S.-China relations. If it is compromised or disrupted, the sound and steady growth of the bilateral relationship as well as bilateral cooperation in major fields would be out of question.”
Analysts predict that as U.S. President-elect Donald Trump assumes office in 2017, the relationship of Taiwan and the U.S. will continue to develop. What will happen between China and the U.S. due to this change may become a significant diplomatic issue in the beginning of the Trump administration.
